DR ‹ › Emmerson Plc, a Moroccan-focused potash development company, has announced that its arbitration proceedings against the Moroccan government over the stalled Khemisset potash project have advanced. The London-listed company said, Thursday, that it is expected to submit its full legal claim, known as a «Memorial», by the end of March. It explained that the arbitration panel, operating under the auspices of the International Centre for Settlement of Investment Disputes (ICSID), held its first procedural hearing on December 16. The Memorial will detail Emmerson's arguments, supporting evidence, and the compensation sought. The Moroccan government will then be given the opportunity to respond. The tribunal is chaired by Laurent Lévy, a Swiss-Brazilian national appointed in the final quarter of last year. The dispute stems from arbitration proceedings launched in April 2025 by Emmerson's subsidiaries, Khemisset UK Ltd and Potasse de Khemisset S.A. The company alleges that Morocco breached a bilateral investment treaty with the United Kingdom, claiming that the project was expropriated in violation of international law and that its investment was not afforded fair and non-discriminatory treatment, seeks $2.2 billion in compensation.
