The Supreme Council of Ulemas' fatwa on zakat was made public online at 3:00 PM on Friday, following the review and approval by King Mohammed VI. The document can be accessed on both the Council's and the Ministry of Habous and Islamic Affairs' websites. In its introduction, the Supreme Council of Ulemas underscored that the fatwa's primary aim is to provide «explanation» (Al Bayan), «communication» (Attabligh), and «reminder» (Atadkir), reflecting the core responsibilities of the ulemas. The Council stated that the majority of the fatwa's guidelines adhere to the Maliki rite, detailing four key areas: the types of assets liable for zakat, the payment amount for each category using money as a benchmark, the option for those preferring gold, the timing for zakat obligations, and the social groups eligible to receive it. In this context, the Council noted the exclusion of two beneficiary categories: those responsible for collecting zakat and funds allocated for the emancipation of slaves. The fatwa introduces new elements, expanding beyond traditional assets such as cereals and livestock to include land products other than cereals, and new sectors like commerce, industry, and services. The Council intends to launch a dedicated section on its portal to address zakat-related inquiries for modern economic activities that generate income. Moreover, the fatwa's moderate stance, rooted in jurisprudence, addresses common public concerns, clarifying the provisions of Islam's third pillar. It aims to uphold religious protection without coercion or interference.
