The Spanish animal rights party PACMA has launched an international campaign urging FIFA, the Spanish government, the Royal Spanish Football Federation, and the Moroccan embassy in Madrid to intervene and halt what it describes as the «massacre of stray dogs in Morocco». The move comes as Morocco, alongside Spain and Portugal, prepares to co-host the 2030 World Cup. Titled «Red Card for the Dog Massacre in Morocco», the campaign seeks to mobilize public opinion and pressure the mentioned entities into action. PACMA has also launched an online platform allowing citizens to send direct messages to FIFA and the Moroccan embassy in Spain, as well as sign a petition addressed to the Spanish government. The party is advocating for the adoption of a humane stray animal management system, which includes placing a yellow tag on each animal's ear to indicate vaccination, sterilization, and deworming, certifying the animal as healthy and non-dangerous. PACMA claims to have received «extremely sensitive» video footage in recent months allegedly showing the killing of stray dogs in several Moroccan cities, «particularly Tangier». This prompted a fact-finding visit by a party delegation in early September to verify the situation on the ground. During their visit, representatives met with Tangier municipal officials, who denied the authenticity of the videos and stressed that Morocco has made significant investments in stray animal welfare in recent years. They added that the country's first national law regulating the sector is awaiting approval. While acknowledging these efforts, PACMA maintains that they remain «insufficient» and insists that stronger measures are needed to protect stray animals across Morocco.
