The creation of transnational competitiveness clusters that encompass research, innovation, and entrepreneurship emerged as a key recommendation from a seminar held on Tuesday in Rabat. This event was organized by the Council of the Moroccan Community Abroad (CCME) in collaboration with the International University of Rabat (UIR). During the seminar's closing session, themed «Education, Research, and Entrepreneurship: Public Policies and Moroccans of the World», participants underscored the necessity of structuring the mobilization of Moroccan talents abroad through integrated ecosystems. They highlighted that strategically harnessing the human and scientific capital of Moroccans globally has become a pivotal component of public policy, aligning with the directives of King Mohammed VI. They also advocated for the development of a national roadmap to effectively organize this mobilization through a cohesive approach. Professor Hassan Boucetta from the University of Liège emphasized the effectiveness of the competitiveness cluster model, which has been successfully implemented in various countries to «govern territories in terms of economic development and innovation». He proposed the establishment of a global Moroccan competitiveness cluster aimed at the diaspora, featuring an incubator, investment support services, shared laboratories, and technological platforms. Abdelhafid Debbarh, advisor to the president of UIR, presented insights from the inaugural joint CCME-UIR study on the dynamics of Moroccan talent returning from abroad. He pointed out the need for Morocco to tailor its institutional offerings to meet the expectations of diasporic elites in research, health, and entrepreneurship. Meanwhile, writer and researcher Mohamed Metalsi revisited the findings of two studies presented during the seminar. He stressed the importance of developing a «reliable database» on the skills and investment projects of Moroccans worldwide, highlighting the significant contributions of women in the diaspora, and establishing a comprehensive support system for investments by Moroccans residing abroad.
