In a report titled «Gaza Genocide: a collective crime», UN Special Rapporteur Francesca Albanese accuses Morocco and 62 other countries of complicity in the alleged genocide in Gaza, citing their role in facilitating military supplies to Israel. The report highlights Morocco's involvement in military exercises and increased trade with Israel. Francesca Albanese, the United Nations Special Rapporteur on the Occupied Palestinian Territories, stated in her report titled «Gaza Genocide: a collective crime» that the genocide in Gaza constitutes a collective crime, fueled by the complicity of 63 third-party countries, including Morocco, which have allowed systematic and prolonged violations of international law by Israel. The report accuses Morocco and other countries of complicity in the violations committed in Gaza by facilitating the transit of weapons and essential materials through their ports and airports to Israel. It specifies that countries such as Italy, the Netherlands, Ireland, France, and Morocco have facilitated the trans-shipment to Israel of F-35 parts, weapons, jet fuel, oil and/or other materials, which, according to the rapporteur, contribute to sustaining Israel's war machine. The report further notes that under the United Nations Convention on the Law of the Sea, states have the right to prevent what is defined as «non-innocent passage» if it violates international law or risks implicating the state in international crimes or violations of the UN Charter. Growth in trade exchange In another section, the report highlights that energy trade has historically been subject to international embargoes to enforce respect for legal obligations, as was the case with South Africa during apartheid, and more recently with Russia and Iran. However, it claims that several countries, including Morocco, Italy, France, and Turkey, have continued to provide major ports for the transit of Israeli products, including oil and gas. The report also points out that the Royal Moroccan Armed Forces took part, alongside Israel and 27 other countries, in the African Lion military exercises (2024–2025) led by the U.S. Africa Command (AFRICOM). Albanese described this as part of a military cooperation network that indirectly supports the Israeli army. On the economic front, the report notes that no trade or economic agreements with Israel have been suspended since the start of the Gaza war. In fact, trade volumes increased during the conflict, including for the UAE (+$237 million), Egypt (+$199 million), Jordan (+$41 million), and Morocco (+$6 million). The UN rapporteur concluded that without the direct participation, support, and facilitation of other states, Israel's illegal occupation of Palestinian territories, which has now escalated into what she terms a full-scale genocide, would not have been possible. The report was compiled based on UN documents and 40 submissions from governmental and non-governmental entities.
