A Memorandum of Understanding (MoU) was signed on Friday in Rabat between the Ministry of Digital Transition and Administrative Reform and Mistral AI, Europe's leading artificial intelligence company. The agreement was signed by Amal El Fallah, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform, and Arthur Mensch, Co-founder and CEO of Mistral AI, during a ceremony attended by the Minister of Industry and Trade, Ryad Mezzour, along with several high-level officials, including Omar Seghrouchni, President of Morocco's Data Protection Authority (CNDP), Khalid Safir, Director General of the Caisse de Dépôt et de Gestion (CDG), and Nezha Hayat, CEO of the Mohammed VI Investment Fund. Speaking to the press, El Fallah noted that Mistral AI's recent fundraising success paves the way for close cooperation with Morocco, stressing that the agreement will enable the development of AI programs aligned with national initiatives already discussed at the National AI Forum. She added that specific projects will also be launched in the linguistic field to expand the use of AI in this essential area. For his part, Mensch said that Mistral AI is pleased to work with Morocco and to launch this first step in cooperation with the Ministry of Digital Transition and Administrative Reform. He pointed out that his company already collaborates with several public services in Europe and beyond, adding that Mistral AI aims to strengthen its presence in Morocco by building partnerships with both the public and private sectors. The partnership focuses on developing local AI expertise through training, applied research, and knowledge-sharing, supporting the growth of startups and industrial projects built on sovereign AI solutions tailored to the needs of Moroccan businesses, and promoting ethical, inclusive, and responsible AI that ensures data protection and citizen trust. It also seeks to reinforce Morocco's role as a leading regional and African hub for AI and digital innovation. This cooperation reflects a shared ambition to combine technological innovation, digital sovereignty, and international collaboration, opening the way to a development model in which AI drives economic competitiveness, the modernization of public services, and social progress. With the support of a major technology player like Mistral AI, Morocco reaffirms its ambition to make AI a driver of sustainable and inclusive growth, while consolidating its role as a regional and African leader in the digital sphere.
