Since December 5, the Moroccan Foreign Exchange Office has introduced a new directive allowing authorized operators to facilitate foreign currency purchases through electronic payment terminals (EPTs) using international bank cards. These measures are outlined in circular no. 3/2025, which details the new privileges granted to foreign exchange operators for executing currency transactions via international bank cards. They adhere to financial compliance regulations, particularly focusing on «combating money laundering and the financing of terrorism (AML/CFT), as specified in recommendation 17 of the Financial Action Task Force (FATF)», according to the Foreign Exchange Office. In this framework, the agency underscores «the necessity of engaging third parties that adhere to the same vigilance standards and ensuring the traceability of transactions conducted on behalf of clients».
