DR ‹ › The National Human Rights Council (CNDH) announced on Wednesday that it has deployed a team from its regional commission (CRDH) to investigate the collapse of two adjacent buildings in the city of Fez, a tragedy that left at least 22 people dead and 16 injured. The institution reiterated that adequate housing is a fundamental human right, guaranteed by Article 11 of the International Covenant on Economic, Social and Cultural Rights, and enshrined in Articles 31 and 34 of the Moroccan Constitution. In light of the circumstances, the CNDH expressed deep concern and stressed the urgent need to strengthen and facilitate access to adequate housing, in line with constitutional and international obligations, as well as the principles outlined in the New Development Model. The council also emphasized the importance of adopting a comprehensive national strategy grounded in proactivity, regular monitoring, rigorous oversight, and effective control mechanisms. It further called for the publication of the judicial investigation's findings to establish responsibilities and ensure transparency. Additionally, the CNDH urged stronger coordination between relevant sectors, territorial administrations, and elected councils, within a shared commitment to place the right to adequate housing and citizen safety at the core of public programs. In this context, the council recommended accelerating the rehabilitation of neighborhoods and buildings at risk of collapse, particularly in historic and densely populated areas, while ensuring the involvement of local authorities and compliance with safety standards. Finally, the CNDH called on citizens to cooperate with competent authorities by evacuating buildings identified as hazardous, reporting cracks or signs of structural instability, and participating in relocation programs when necessary.
