The Government Council adopted on Thursday in Rabat draft decree No. 2.25.541 on the reorganization of the Interministerial Delegation for Human Rights. The text was presented by Amal El Fallah, Minister Delegate to the Head of Government in charge of Digital Transition and Administrative Reform. According to government spokesperson Mustapha Baitas, Minister Delegate in charge of Relations with Parliament, the draft decree is part of efforts to consolidate the achievements of the Interministerial Delegation for Human Rights and to strengthen its capacity for action. It aligns with Morocco's constitutional commitments, the international instruments ratified by the Kingdom, and its voluntary commitments to the promotion and protection of human rights. Baitas emphasized that the text also takes into account Morocco's distinguished position within the international human rights system, particularly as a member of the Human Rights Council and through its active contribution to UN and regional mechanisms. The draft further aims to adapt the missions and roles of the Delegation to international standards on national mechanisms for the implementation, monitoring, and reporting of human rights, in line with the relevant resolutions adopted by the international community. Finally, Baitas explained that the decree seeks to redefine the organization and responsibilities of the Interministerial Delegation for Human Rights by establishing a coherent, integrated, and specialized functional structure. This new institutional framework will be built on proven expertise and field experience, while drawing inspiration from best international practices in the field.
