The Higher Council of the Judiciary (CSPJ) and the Supreme Judicial Council of the Republic of Iraq signed a memorandum of understanding on Thursday in Baghdad, setting out guiding principles for cooperation to strengthen mutual understanding of judicial practices and legal frameworks. The agreement was signed by Mohamed Abdennabaoui, First President of the Court of Cassation and Deputy President of the CSPJ, and Faiq Zaidan, President of Iraq's Supreme Judicial Council. According to a CSPJ statement, the memorandum reflects a shared commitment to advancing judicial cooperation and stems from a common vision that places justice as a cornerstone of the rule of law and the protection of fundamental rights and freedoms. The memorandum outlines several areas of collaboration, including the sharing of information on judicial organization, regular exchange visits, training programs for judges, and joint conferences and seminars on topics of mutual interest. It also establishes a twinning arrangement between the Moroccan Court of Cassation and the Iraqi Federal Court of Cassation, along with the exchange of judicial publications and rulings to promote the adoption of best practices. During his visit, Abdennabaoui, accompanied by a CSPJ delegation and the chargé d'affaires at the Moroccan Embassy in Baghdad, was received by Iraqi Prime Minister Muhammad Shia Al-Sudani and the Speaker of the Council of Representatives, Mahmoud Al-Mashhadani. Both meetings highlighted the historical ties between the two countries and underscored the central role of justice in consolidating security, stability, and the protection of rights and freedoms.
