A meeting is being held this afternoon at the U.S. Embassy in Madrid, bringing together Morocco, Algeria, the Polisario Front, and Mauritania. The talks are being led by Massad Boulos. Through this initiative, President Trump aims to increase pressure on the parties to agree on a clear roadmap, with defined objectives to be achieved within short timeframes. The proposed framework seeks to address long-standing sticking points, notably the interpretation of self-determination and the composition of the technical committee tasked with implementing the autonomy plan. The mechanism under discussion is expected to involve legal experts from Morocco, Algeria, the Polisario Front, and Mauritania, who would work on defining the practical modalities of the process. The Madrid talks follow earlier negotiation rounds held under the auspices of the United Nations, including meetings in Geneva in 2018 and 2019, as well as the talks in Manhasset in June 2007. Despite these repeated efforts, the Trump administration continues to face difficulties in bridging the deeply divergent positions of Morocco and Algeria on this sensitive issue. The last negotiations involving the four parties were held in Geneva in March 2019.
