DR ‹ › The General Delegation for Prison Administration and Reintegration (DGAPR) has denied claims made in a YouTube video alleging «pressure» and «rights violations» against Algerian citizen Raouf Belkacemi. A supporter of Algeria's national team, the Fennecs, Belkacemi is currently being held at El Arjat 1 prison after urinating in the stands of Moulay El Hassan Stadium in Rabat during AFCON 2025, an incident that was filmed and circulated online. In an official statement, the DGAPR said Belkacemi has been placed in an individual cell since the start of his detention and is enjoying all his rights without restriction. It added that he has free access to the prison commissary and can purchase items normally. The prison administration also noted that a representative of the Algerian consulate in Casablanca deposited funds into Belkacemi's personal account, allowing him to cover his daily needs «normally and independently». The DGAPR described the allegations circulating in the video as «false, unfounded, and devoid of any factual basis», warning against the spread of misinformation that could «undermine the credibility of the penitentiary institution and disrupt its proper functioning». It also recalled that the Rabat Court of First Instance has postponed the hearing in Belkacemi's case until January 19, giving the defense time to prepare «under conditions that fully respect the guarantees of a fair trial». Raouf Belkacemi is being prosecuted on charges of «public indecency» and making «remarks contrary to good morals and public order against a person or group during a sporting event». Earlier this week, Algerian TV channel Ennahar broadcast an appeal from Belkacemi's father, in which he called for his son's release.
