The report's «regional sample of nation-state activity levels observed» measures incidents attributed to or targeting state-linked actors, including espionage, data theft, and cyber operations. With a count close to Egypt (32) and South Africa (31), Morocco ranks third in Africa, according to Microsoft's global threat-intelligence findings. The report notes that nation-state cyber activity this year has primarily focused on espionage against traditional intelligence targets—including IT networks, research institutions, academia, government entities, and think tanks/NGOs.
