DR ‹ › Moroccan migration advocacy group the Civil Democratic Council of Moroccan Migration has criticized the government decree setting the legislative elections for September 23, 2026, under Organic Law No. 53.25 on the House of Representatives, saying it once again excludes Moroccans living abroad from full political participation. In a statement issued last Friday, the organization said this situation contradicts the Moroccan Constitution, which guarantees equality among citizens, and described the exclusion of more than 15% of the Moroccan population from parliamentary representation as a setback for democratic participation and the rule of law. According to the council, the continued exclusion of the Moroccan diaspora could foster a sense of «incomplete citizenship», weaken trust in institutions, and deprive the country of the skills and expertise developed abroad. The council called for respect for constitutional equality, guarantees for the political participation and parliamentary representation of Moroccans abroad, and the opening of a national debate on reforming institutions dealing with migration issues, particularly the Council of the Moroccan Community Abroad (CCME). It added that it would continue advocating for the full citizenship rights of Moroccans living abroad, alongside democratic forces and human rights organizations.
