Established in about ten countries around the world, no fewer than thirty-four Moroccan leaders and civil society figures residing abroad have announced the creation of a platform designed to enhance their political participation in Morocco. In their open call for signatures, they advocate for a post-October 31 dynamic. About thirty Moroccan nationals living across Europe, the Americas, and Africa have announced the creation of the «October 31 Front for the Political Rights of Moroccans Worldwide». Calling for full citizenship rights in their country of origin, the group is urging stronger political participation for Moroccans abroad. In a statement shared with Yabiladi, the initial signatories explain that their initiative emerges amid «the recent UN resolution supporting the Autonomy Initiative under the full sovereignty of the Kingdom of Morocco over its southern provinces», and the decision to make October 31 a national holiday «to reinforce the values of national unity». The launch also coincides with the 20th anniversary of the royal speech of November 6, 2005, «considered by Moroccans abroad as a roadmap for their citizenship and political participation». It follows «new dynamics on the national scene, particularly after the meeting between Royal Advisors and political party leaders on concrete proposals for implementing the Autonomy Initiative», the statement reads. Signed by professionals, experts, and civil society figures from the Moroccan diaspora, the call stresses their «commitment to defending constitutional rights linked to full citizenship and the participation of Moroccans abroad in political life, as both candidates and voters, in their respective constituencies within their countries of residence». For Political Participation in Morocco From Abroad Looking ahead to what they describe as the «post-October 31, 2025 Morocco», the signatories view this moment as «a historic turning point in building a new Morocco, rooted in national cohesion, territorial justice, and full citizenship, regardless of where Moroccans live». They argue that Moroccans abroad must contribute to «building a fairer and more prosperous common future». The initiative comes as Morocco prepares for the 2026 elections. Each electoral cycle reignites debate around how Moroccans abroad can vote and be represented from their place of residence. While political parties broadly agree on the principle of diaspora participation, they remain divided on the mechanisms needed to make it a reality. As discussions around reforming the electoral code continue, the front's initiators believe the symbolic date of October 31—marked by the UN Security Council vote, should also be a turning point for diaspora political inclusion. «This Morocco brings together values of belonging and responsibility. It makes the participation of Moroccans abroad a strategic lever to strengthen democracy and enhance the Kingdom's regional and international influence», the signatories state. Upcoming Declarations The initiators emphasize «participation, not exclusion», within «a capable and dynamic Morocco, firmly anchored in its founding principles and open to all its children, at home and abroad». As part of its roadmap, the Front announced it will soon publish «detailed declarations and reference documents outlining its positions and presenting practical, legal, and institutional proposals to activate the political citizenship rights of Moroccans abroad». According to the same source, these documents will be addressed «first and foremost to the Royal Institution, the guarantor of citizens' rights», in an effort to bolster «the defense of Morocco's territorial integrity and supreme interests».
