The Ministry of the Interior has issued new directives to governors of prefectures and provinces, ending the practice of granting partial occupancy permits and certificates of compliance. From now on, these authorizations will only be issued once construction work is fully completed in accordance with approved plans. The move aims to curb building fraud and safeguard the aesthetic appeal of cities. Municipal presidents have been instructed to ensure these directives are enforced, preventing any unauthorized alterations to plans already approved by the authorities. This tightening of regulations follows multiple reports highlighting the spread of unfinished buildings in urban and peri-urban areas, as well as the frequent issuance of partial occupancy permits. The ministry also reminded urban planning services of their obligation to comply with Decree No. 2.13.424, which sets out the general construction regulations.
