The National Union Coordination in the Health Sector has announced a new protest program beginning Tuesday, December 9, 2025, in response to what it describes as the Ministry of Health and the government's failure to honor the remaining commitments of the July 23, 2024 agreement. The decision follows a meeting held on November 18, during which the coordination noted the absence of any serious response to the unions' correspondence and «the ministry's continued procrastination in setting clear deadlines for implementing the agreement's provisions». As a result, the coordination says it is moving forward with escalatory steps to defend the rights and gains of health workers. According to the statement, the protest program will begin with local and regional demonstrations on Tuesday, December 9, at health institutions across all regions. Additional escalatory measures will be announced later. The coordination emphasized addressing regional and local directorates of health and social protection to demand full and swift implementation of the July 23, 2024 agreement. This includes, above all, ratifying the basic statute for nurses and health technicians, resolving the professional status of master's and doctoral degree holders, improving on-call and mandatory service systems and professional allowances, and ensuring decent working conditions within health institutions. The statement concluded by affirming that dialogue remains open, provided the ministry and government commit to a clear timetable for the agreement's implementation. It held them responsible for any tension the sector may experience in the coming period and called on health workers to mobilize to ensure the success of the protest program.
