DR ‹ › The Observatory for the Grand Atlas Post-Earthquake Reconstruction Program at Transparency Maroc has published its report for the period from October 2024 to December 2025. The devastating earthquake of September 8, 2023, which claimed nearly 3,000 lives, serves as a backdrop to the report's findings, which reveal a stark contrast between the ambitious goals and the actual implementation of the Integrated Reconstruction Program. The five-year emergency plan (2024-2029), with a proposed budget of 120 billion dirhams, is scrutinized for a gap between «the scale of the announced funding and the resources mobilized in light of the amounts actually spent and the realities observed on the ground», as stated in the report. In the education sector, the observatory reports that by September 2025, the government admitted that «in the provinces of Al-Haouz, Azilal, Chichaoua, 220 schools are still not operational». The report further details that «bids for 186 schools had just been launched, while 34 others are undergoing upgrades». Concerning healthcare facilities, the report underscores the presence of a local hospital with a capacity of 45 beds in the province of Al-Haouz, yet highlights a «lack of several essential surgical and medical specialties». Regarding housing, the report notes that in September 2023, the government reported «a total collapse rate of 32% for homes». However, «a few months later, this rate dropped to just 10%», prompting questions about «this 22% discrepancy» which subsequently reduced «the number of beneficiaries of the 140,000 DH aid». The document also points to challenges in economic development, «despite the estimated budget of 98 billion dirhams allocated for recovery». It highlights «repression of the disaster victims' social movement», including the sentencing of Saïd Aït Mehdi to one year in prison, along with three other members who received four-month sentences. Moreover, the report describes the withdrawal of tents accompanied by «abuses of power». According to the investigation, «209 of the surveyed individuals who have not been rehoused still live in unhealthy conditions», residing in tents (77), containers (100), shantytowns, or makeshift homes (32).
